With public disclosure, some Congress leaders close to Siddaramaiah hold that there is only a rough understanding of power sharing, under which D K Shivakumar can succeed Siddaramaiah in the top post halfway through the term. But sources said this will hinge on the Congress's performance in the state in next year's general election. Karnataka has 28 parliamentary seats, making it one of the battleground states. 2. The recall of Rs 2000 notes has riled the Opposition more than others. Why? Has it come as a blow for those hoarding cash for the next round of polls in Telangana, Madhya Pradesh, Chattisgarh and Rajasthan? 3. Did the Centre use a lee-way in the Supreme Court verdict to bring an ordinance to nullify its judgement granting the Delhi government control over transfers and appointments of bureaucrats in the national capital? The Centre brought in a special law, making Delhi Lt Governor, who is the Centre's representative, the final arbiter in the matter. The ordinance has taken Chief Minister Arvind Kejriwal by surprise---when his government was after officials who he thought had helped open up investigation into the excise scam and other deals. The ordinance has been brought in as an amendment to the Government of National Capital Territory of Delhi Act, 1991 and has called for the formation of a 'National Capital Civil Services Authority' that will be a small stakeholder in the decision regarding transfers and postings of bureaucrats serving in the national capital. The Authority will be headed by the Delhi Chief Minister and will include the Chief Secretary and Principal Home Secretary. Any matter that requires to be decided shall be done through a majority of votes.
